
This is the declared goal of the Chinese state in a plan that formalizes what capitalist enterprises are already doing, only placing it under official state control by unifying it and giving it a total purpose.
It is a single digital “life platform” that will include, as subsets, all the sub-platforms used for various daily activities. Communication, entertainment, information, relations with state bureaucracy, etc. In other words, the “programs” that in the West are under the control of different companies will “run” in China on a single platform, so that the concentration of data from different sides of digital life/mediation is simple.
The core (already happening in Western societies) will be (algorithmic) “evaluation” through profiling. But in the Chinese plan, the “assessment” of every man and woman will be unified, so that the “grades” each user collects concern the whole of his or her life, and certainly its most important areas. Based on this dynamic, online “score”, every citizen will receive rewards (bonuses) such as free transport tickets for a concert or preferential treatment when applying for a job, or “penalties” like disadvantages here and there: a “credit/debit” system in terms of life.
