Title: Is the covid-19 pandemic a paradigm shift in GMO legislation?

Abstract: The covid-19 pandemic has the potential to act as a necessary trigger for change in European Union legislation regarding genetically modified organisms (GMOs). There are two main reasons for this potential development. Firstly, the majority of vaccines under development could fall within the provisions of Directive 2001/18 regarding the release of GMOs into the environment. The European Parliament and the Council agreed, with Recital 17 of law 2020/1043, that the current GMO approval process does not help improve public health. This is especially true for the need to approve vaccines for the covid-19 pandemic; therefore, a more suitable approval process will be applied. Secondly, various studies have shown that the covid-19 crisis reduces households’ purchasing power and increases their vulnerability in case of food shortages; and the accompanying increases in food prices further exacerbate the nutritional problems of vulnerable groups.
Modern cultivation has the potential to offer less costly solutions for supporting vulnerable groups. As the covid-19 crisis dries up government budgets, opinions on GMOs in the E.U. may change, in light of the positive experience of approving covid-19 vaccines.
